Обращение к народу стр.3Appeal to the people The appeal of Gennady Bondarenko to the people with non-governmental Programme of mass renovation and preservation of housing resources in Ukraine. Dear compatriots ! In the democratic space of our society, which is a great national asset every citizen has the right and opportunity to appeal to the people, if he has something to say. I appeal to the Ukrainian people, because I have something to say. Today Ukraine passes through the most difficult times in modern history. The crisis has affected all spheres of our life – spirituality, politics, and economics. Bright minds are trying to realize the matter point of what is happening and to find mechanisms to stop the destructive vortex. Unfortunately, all over the world none of the offered ways out of crisis do not give the desired response to global challenges until now. However nobody has any doubts about one thing – our generation has to live in a hard era of radical changes and transformations. Do we can be just spectators in this fateful hour? Of course not, our important mission is to be indifferent and active makers of today’s and future world. Based on this axiom, I consider necessary to bring compatriots’ notice the problem, which affects the vital interests of nearly half the population. This refers to the housing facilities in Ukrainian, the very part that was put into service in the 50’s -70’s of the last century and earlier. These houses and utility services are staled or in alert condition and they cannot be safely and reliably in people’s service. In our country there are about 45,000 houses (including 26,000 thousand so-called "Khrushchevkas") which are literally need in salvage. Realities such as that government efforts in this direction are inadequate and ineffective, and the budget for it is not, and knows when to be. The threat of losing a considerable part of the life space of the country leads to drastic immediate action. Initiative group of Ukrainian experts developed the non-governmental programs of mass update and maintain the housing stock in Ukraine. "At the conclusion of authoritative experts, this all-Ukrainian social innovation and investment projects for 10 years, is the only acceptable way of real solutions of the problem on a national scale, simultaneously in all cities and towns. The main advantages are: - Firstly, implementation of major repairs, renovation of the complex, technological upgrading of buildings and infrastructure construction areas using modern technology of design and construction without relocation of tenants; - Secondly, financing of almost the entire scope of work (95%) due to non-fiscal, private funding of domestic and foreign investors. I am convinced that our national idea, which will unite all Ukrainians, will ensure the harmonious development of society and state should be quality of life. Suffice it to a willingness to cooperate, taking technology and the principles proposed program, and implement appropriate legal and institutional arrangements. As such, it demonstrates a conscious of their duty to society leaders in Kherson, Mykolayiv, Sevastopol and others. That starts with Sevastopol in the Ukrainian space program. All of us, Ukrainians, now face a choice: either further, lamenting his fate, there fear, despair, hoping for the arrival of "messiah" who will maintain order in our house, or, remembering that we are masters of their own lives by uniting the efforts and opportunities to do business. As a developer, the ideologist and Plenipotentiary of the General Manager Program, I, along with me all members of our professional team, we take personal responsibility for implementing the proposed social project. I appeal to political forces, power structures, businesses, social organizations, journalists and all citizens, asking them to lend a shoulder for a practical and successful implementation of the Program. No public and political institutions are not more important in our lives than we do. We are - Top of the world, in their country. Rally love and faith in a happy future for his native Ukraine! |
